This outstanding summer camp offers nine weeks of fun activities and creative learning opportunities for school-aged children and youth. This year’s camp is scheduled from June 25th through August 23rd, on Tuesdays through Fridays from 12 noon to 5:30 pm. Kids Zone Summer Camp is a drop-in camp, so a child can attend as many days or weeks as desired, with a daily fee per child of $10/day or $5/day, depending on family income. Parents are encouraged to call to apply for a limited number of scholarships that are available. Additional information and youth registration forms can be found by clicking on “Programs” and “Summer Camp” on NFK’s website at www.neighborsforkids.org.

This summer NFK is offering new classes for all age groups, as well as some of the yearly favorites children have enjoyed during past camps, such as visits to the beach, kayaking on the lake, and our annual Iron Chef, Jr. Competition at the end-of-summer camp out. On Tuesdays, Kids Zone will offer Science and Computer Tech classes; Wednesdays, Art, Health and Cooking classes; Thursdays, Field Trips and Projects; Fridays: Music Lessons in drums, guitar and ukulele.

Neighbors For Kids is a proud sponsor of the USDA Summer Food Service Program, and the Kids Zone’s open site will serve a healthy lunch from 12:30 to 1:00 pm daily, a free lunch for all children from the community ages 1-18 (younger children are welcome to attend lunch with a responsible adult). Providing ongoing programs and activities for youth in our region does have its costs, so NFK is always seeking participation and support from the community. If you would like to make a donation, participate in the 4th Annual Golf “Fore!”

The 19th Annual Markham Symposium, a celebration of graduate student research and scholarship, will be held at the Oregon State University Hatfield Marine Science Center (HMSC) in Newport on June 19. This year’s symposium will feature student research presentations in an exciting, fast-paced format. Poster presentations and an informal reception will give attendees a chance to meet students and their mentors. The event from 10 am-12:30 pm in the Visitor Center auditorium is free and open to the public.

Janet Webster, Interim Director of the OSU Hatfield Marine Science Center, recently announced the 2014 HMSC scholarship funds totaling $80,500 awarded to students in 5 OSU departments in 3 different colleges. These funds come from generous private donations to HMSC’s student programs. “Our competitive graduate program provides academic and research opportunities to an international cadre of outstanding students,” according to Webster. “Add to this the generosity of private donors who wish to contribute to the education of tomorrow’s marine scientists, and you have the Markham Marine Science Research Symposium.”

Graduate and undergraduate education is at the heart of HMSC’s mission to improve scientific understanding of marine systems and coastal processes and resources, and apply this knowledge to social, economic, and environmental issues. “Students have an amazing opportunity to do marine research in professional laboratories at HMSC, mentored by world-class faculty and agency scientists”, said Itchung Cheung, HMSC Academic Program Manager. “Scholarships not only help with the financial challenges they face, but also recognize and validate students’ outstanding research efforts.”

To view the Markham Symposium agenda including list of awardees, or to learn more about supporting HMSC’s scholarship and awards, see hmsc.oregonstate.edu/supporters.

More than 40 million people visit Oregon’s state parks every year to enjoy camping, hiking, picnicking and other traditional recreation with friends and family. Park rules help visitors enjoy parks as they protect park resources and reduce conflicts between people. The Oregon Parks and Recreation Department is updating park rules to keep them current, and is taking public comments on the proposed changes.

These proposed changes to Oregon Administrative Rule 736-010 do not represent a major departure from the current rules, but they will clarify the intent, and make the park rules consistent with other department rules and state statues. Some of the proposed changes would …

1. Explicitly makes breaking most rules a class D violation, rather than the class A. This change brings park rules in compliance with recent changes in the “SCHEDULE OF FINES” prepared by the Office of State Court Administrator, Oregon Judicial Department. The rules also specify which violations may warrant higher or lower-level fines.

2. Establish reasonable standards for controlling behavior of domestic animals when on park property.

3. Clarify allowable visitor activities regarding length of stay in campgrounds, open periods for day use areas, areas where motorized vehicles may be used in parks and fire safety in the parks.

4. Clarify what unusual park activities may need special permits, and what the process is for obtaining a permit.

5. Adopt reasonable standards for natural resource removal to ensure resources remain available for everyone’s enjoyment.

6. Prohibit hunting on several Willamette River Greenway properties due to safety concerns resulting from nearby residential development.

Copies of the proposed rules may be found on the OPRD website http://tinyurl.com/Division10Rules and are available upon request from OPRD.

The Oregon Parks and Recreation Department (OPRD) is conducting public hearings across the state, seeking public comments on the proposed changes to these rules.

Upcoming hearing dates and locations: (All hearings begin at 6:30 PM.)

* Newport: June 18, 2013 – Newport Public Library, 35 NW Nye Street, Newport OR 97365

* St. Paul: June 19, 2013 – Champoeg State Heritage Area, Visitor Center, 8239 Champoeg Road NE, St. Paul OR 97137

* Bend: June 20, 2013 – Holiday Inn Express, 20615 Grandview Drive, Bend OR 97701

The deadline for accepting written comments is June 21, 2013 at 5:00 PM. Comments may be submitted to OPRD.publiccomment@state.or.us or mailed to Richard Walkoski, 725 Summer Street NE, Suite C, Salem, OR 97301. Those wishing to comment during a public hearing must register with the hearings officer in the first 30 minutes of the meeting. Accommodations for persons with disabilities are available if requested in advance by calling (503) 986-0719.

A federal indictment was unsealed on June 14th charging Corey Wyatt, 28, and his wife, Kimberly Scott Wyatt, 32, of Springfield and Monroe, Oregon, with conspiracy to obtain and transfer a firearm to convicted felon David Joseph Pedersen, a/k/a Joey Pedersen, who was prohibited from possessing a firearm, the straw purchase and transfer of that firearm, being accessories after the fact to kidnapping resulting in death, using a firearm in a crime of violence that caused death, transportation of a stolen vehicle by assisting David Joseph Pedersen and Holly Ann Grigsby, and misprision of a felony.

Kimberly Scott Wyatt appeared before U.S.Magistrate Dennis J. Hubel for arraignment and entered a plea of not guilty to all counts of the indictment. She was detained in custody pending further review, and a trial date of August 20, 2013, was set. Defendant Corey Wyatt is currently in custody on unrelated state charges, and an arraignment before a U.S. Magistrate will be scheduled on a later date.

The attached indictment charges an alleged conspiracy that began on or about July 4, 2011, and charges the Wyatts with making a false statement to deceive a licensed firearms dealer that Kimberly Scott Wyatt was the actual purchaser of a 9mm luger pistol when, in fact, they purchased the firearm for David Joseph Pedersen who was a convicted felon who was prohibited from possessing a firearm. David Joseph Pedersen and Holly Ann Grigsby are currently pending federal charges that stem from an alleged 10-day crime spree that spanned from Everett, Washington to Eureka, California, and included four murders and the possession of that firearm and others.

The attached indictment also charges both Corey Wyatt and Kimberly Scott Wyatt with being accessories after the fact to Pedersen and Grigsby between September 27 and 28, 2011, in order to hinder and prevent their apprehension, knowing that Pedersen and Grigsby had committed crimes including kidnapping resulting in death, using a firearm in a crime of violence that caused death, and transporting a stolen vehicle.

Pedersen and Grigsby are charged in a separate federal indictment with the murder, kidnapping, and robbery of Pedersen’s father, David Jones “Red” Pedersen, of Everett, Washington, as well as using a firearm during and in relation to a crime of violence that resulted in death and the interstate transportation of Red Pedersen’s stolen vehicle from Washington to Oregon between September 26 and 27, 2011.

If convicted, the defendants face maximum penalties for the charges ranging from three to 15 years and up to a $250,000 fine.

An indictment is only an accusation of a crime, and a defendant should be presumed innocent unless and until proven guilty.

These charges stem from an investigation led by the Federal Bureau of Investigation (FBI); the Oregon State Police; the Everett, Washington Police Department; and the Eureka, California Police Department, with assistance from the Oregon Department of Corrections, Lincoln County Sheriff’s Office, Lincoln County Major Crimes Team, Linn County Sheriff’s Office, Benton County Sheriff’s Office, Corvallis Police Department, Salem Police Department, Keizer Police Department, California Highway Patrol, Yuba County, California Sheriff’s Office, Portland Police Bureau, United States Marshals Service, Tillamook County Sheriff’s Office, Philomath Police Department, Lebanon Police Department, Stayton Police Department, Snohomish County Sheriff’s Office, and the Oregon Department of Justice.

Assistant U.S. Attorneys Jane Shoemaker and Hannah Horsley are handling the prosecution of the case.

Information was obtained that the vehicle fire was possibly intentionally set and a suspect, Anthony Richard Stanton (06-20-84) of Lincoln City, was named. Stanton is the estranged husband of the victim.

As Lincoln City Police Officers were responding, Lincoln City Police Officer Torin Liden located Stanton’s vehicle, a white 2007 Ford F150 pickup, traveling northbound on Highway 101 near SE 23rd street, heading away from the location of the vehicle fire. Officer Liden attempted a traffic stop, but Stanton accelerated and a pursuit was initiated. Stanton continued to travel northbound on Highway 101, eventually heading east on Highway 18, where Lincoln County Sheriff’s Deputies attempted to deploy spike strips to disable Stanton’s vehicle. The spike strips were unsuccessful.

Polk County Deputies were advised of the pursuit and they deployed spike strips in Grand Ronde, near the Spirit Mountain Casino. One set of spike strips was successfully deployed and the passenger side tires were hit, but Stanton continued eastbound on the flat tires. At approximately Fort Hill Restaurant, also in Polk County, Polk County Deputies were able to set up another set of spike strips and this time the driver’s side tires were hit. Stanton continued driving for another ½ mile before stopping and being taken into custody.

The Lincoln City Police were assisted by the Lincoln County Sheriffs Office, Oregon State Police, Polk County Sheriffs Office and North Lincoln Fire and Rescue. Stanton was transported back to Lincoln County and lodged in the Lincoln County Jail for: Arson II, Criminal Mischief I, Attempt to Elude Police-Vehicle, Contempt of Court, Reckless Driving and DUII. His bail was set at $205,000.
